About the 2050 LRTP

PACOG Moves the Region 2050 is a transportation plan that will guide decision making for the Pueblo area for the next 25 years. Once complete, the Long Range Transportation Plan (LRTP) will provide a list of priority transportation projects that meet current and future needs of the region. The LRTP will be developed through technical analysis, public input and build upon previous plans to incorporate all types of travel including driving, biking, walking, public transportation, and freight. ​​​

What is a Long Range Transportation Plan (LRTP)?

Long Range Transportation Plans (LRTPs) are an essential element of an agency’s transportation planning process. It is a document that reflects the vision and goals of a region and presents the transportation improvements that are needed today and in the future to help move people and goods safely and conveniently about the community.

LRTPs include financial components that demonstrate how the recommended transportation plan can be implemented, identify the public and private resources expected to be available to carry out the plan, and recommend any additional financing strategies for needed projects and programs.

The purpose of the PACOG 2050 LRTP is to update the previous 2045 Plan using guidance from the federal Bipartisan Infrastructure Law (BIL) Act. The BIL Act authorized $273.1 billion to be spent nationwide over five years for programs improving safety, public transportation, freight and rail projects. Of these funds, Colorado is set to receive approximately $4 billion over five years in Federal highway formula funding for highways and bridges.

Why is the LRTP important to the Pueblo community?

Investments in our community for safe, efficient, reliable transportation are the foundation of a thriving community and economy. LRTP five-year updates are required for agencies to be eligible for federal and state funding for important transportation projects. Your input will help identify transportation needs and prioritize projects that meet those needs in a cost-effective way.

Public and stakeholder input is a vital part of the Long Range Transportation Plan (LRTP) process. Throughout development of this new Plan – PACOG Moves the Region 2050 – PACOG is seeking the opinions of a large and diverse group of Pueblo residents and stakeholders. We want to hear from you!

Valuing public insight involves meeting the needs of varied public interests and cultures. This involves reaching under-served populations, including Americans with Disability Act (ADA) populations, Limited English Proficiency (LEP) groups, minorities, Native Americans, the elderly and Low-income populations. Insight and real-life experiences shared from these groups will offer a more complete point-of-view about how to improve the transportation system from a wider range of perspectives.

Pueblo Transportation Summit (Passed)

On July 9th, 2025, PACOG hosted a Transportation Summit, in partnership with the City and County’s ongoing Comprehensive Safety Action Planning efforts, to gather input to help establish a vision and goals for Pueblo’s LRTP. After a brief presentation, participants were invited to give input through engagement with boards, in the form of dots and Post-it notes.

Upcoming: Pueblo Pride – Sunday 8/17/25   

Visit us at Pueblo Pride on Sunday August 17! We’ll be tabling with activities to get your input on how we should move the region forward to 2050. The parade starts at 10:30, and free festivities (including our table) are from 11AM – 4PM at Mineral Palace Park (1600 N Santa Fe Ave, Pueblo, CO). PROJECT UPDATES

What's Happening?

The City of Pueblo, Pueblo County, and the Pueblo Area Council of Governments (PACOG) are working to create a transportation network that meets the needs of all our roadway users: pedestrians, motorists, cyclists, and transit users alike. As a part of this effort, Pueblo is developing two complementary plans: the Long Range Transportation Plan (LRTP) and the Comprehensive Safety Action Plan (CSAP). These plans will guide improvements that make our streets safer, more efficient, and better connected—now, and into the future.

The 2050 LRTP takes a broader view than the CSAP, providing a 25-year roadmap for transportation improvements and investments in our region. The CSAP, headed by the City and County of Pueblo, focuses on improving the safety of our roadways, bikeways, and sidewalks. It will recommend strategies and projects to significantly reduce roadway fatalities and serious injuries.

Check back here for updates on plan development progress. As they become available, we will add drafts of the vision, goals, maps and chapters content as, with opportunities to provide feedback.

The PACOG TIP and CDOT STIP are used to utilize funding to implement projects included in the PACOG LRTP and SWP.
